Code 9 – Non-Registered and Out of State Registered Motor Vehicles

 
Examples: Any passenger car, truck, campers, RV’s, snowmobiles, tractors, off-road construction vehicles, even if not capable of being used, and any vehicle garaged in Connecticut but registered in another state, or any vehicle not registered at all. 
If you are a farmer eligible for exemption under Section 12-91 CGS, then list tractors in Code 17 and complete an M-28 Form.
